Freedom to Welcome

Americans—from Alaska to Florida, from Maine to Hawaii—value our freedoms. Our freedom to live dignified lives in safety. Our freedom to thrive and contribute. Our freedom to protect our families and to seek a better future for ourselves and our communities. Whether big cities or rural towns, these freedoms make us stronger and more prosperous. 

For generations, Americans have welcomed people here who have bravely faced persecution, from allies who served alongside our troops to survivors of political or religious targeting and genocide. This freedom to welcome people seeking safety is the foundation upon which our nation grows. 

By joining together as communities who are ready and willing to continue this legacy of welcome, we can make our country a place where all who call America home have the opportunity to look after our families and succeed. 

To do this, more than 450 state and local elected officials signed the unbranded, bipartisan letter below to Secretaries Rubio and Mullin affirming their communities are ready to play their part in rebuilding a refugee program that is fair, secure, economically beneficial, and reflective of our nation’s foundational freedoms.

Dear Secretary Rubio and Secretary Mullin:

As state and local elected officials representing communities across the United States, we are writing to share our perspective on the future of the U.S. Refugee Admissions Program (USRAP). Our priority as local leaders is to ensure our communities remain safe and economically prosperous. A well-managed refugee resettlement program is a proven asset to achieving those goals, and it is in this spirit of partnership that we address the future of this program.

This administration has recognized the important voice of states and localities in resettlement. With this voice, we call for a fair and balanced approach to refugee admissions that honors our country’s legacy of protecting people seeking safety and enriches communities nationwide. The communities we represent overwhelmingly support a program that welcomes those fleeing persecution, regardless of their race, religion, or country of origin. As a nation, we benefit from ensuring our country continues to welcome those who have risked their lives to stand up for their freedom, family, or political beliefs, including our vital wartime allies who stood alongside American troops and religious minorities who face oppression because of their faith. 

Labor shortages continue to persist throughout the country in essential sectors, including hospitality, agriculture, healthcare, and construction, to name a few. These industries, which traditionally rely primarily on immigrant labor, are reporting significant workforce shortages – 92% of construction firms, 85% of rural hospitals, 65% of hotels, and 54% of fruit and vegetable growers have reported difficulty recruiting workers. From Lancaster, PA, to Omaha, NE, people resettled to the United States help stabilize declining populations and directly stimulate local economies. Data from the U.S. Department of Health and Human Services confirms that over a 15-year period, refugees and asylees contributed a net positive fiscal impact of $124 billion to our economy, paying billions in taxes and opening small businesses that create jobs.

States and cities across the country have traditionally worked alongside the federal government to ensure our refugee neighbors are able to succeed in their new homes. We urge this administration to uphold its role to preserve this cooperative and shared responsibility. This partnership should complement our existing welcoming infrastructure and the commitments of tens of thousands Americans who want to sponsor refugees so that those we welcome can successfully integrate and contribute to their communities.

As bipartisan leaders representing communities large and small, we know that welcoming refugees makes us stronger, more competitive, more vibrant, and safer, aligning our strategic national interests and values with local economic growth. We ask that the administration increase the refugee ceiling and open these slots to people fleeing persecution from across the globe who complete the rigorous, multi-step vetting that U.S. resettlement requires. At a minimum, the administration should prioritize the more than 100,000 people previously vetted and approved for resettlement, especially those that have been separated from their family members in the United States, some of whom are minor children.  

This administration has recognized that states and localities have a vital role in resettlement. We stand ready to play our part in rebuilding a refugee program that is fair, secure and economically beneficial, and reflective of our nation’s foundational values.
